영향예보 토론회 개최

-  기상청, ‘제2차 아시아 지역 영향예보 워크숍’ 개최



□ 기상청(청장 김종석)11월 19일(월)부터 11월 21일(수)까지 서울 여의도글래드호텔에서 세계기상기구(WMO)와 함께 ‘제2차아시아 지역 영향예보 국제워크숍’을 개최한다.

 이번 워크숍은 세계 기상 경향에 발맞추어 세계기상기구(WMO) 사무국국제연합(UN) 아시아·태평양 경제 사회 위원회(UN ESCAP)아시아유럽 북미등 20개국 31명과 국내 전문가 약 70명이 영향예보에 대한 경험과 기술을 공유하기 위해 마련되었다.


□ 특히 이번 워크숍은, 최근 유엔(UN)이 날씨로 인한 위험성을 조기에 알 수 있도록 복합재해 조기경보 시스템을 개선하고 지원하는 국제적 차원의 협력이 필요함을 강조한 만큼 시대적인 의의가 있다.

※ 유엔은 센다이 프레임워크(2016- 2030 재해 경감을 위한 UN 차원의 전략 및 행동계획)를 통해 회원국들이 조기에 위험을 알릴 수 있는 시스템 개선과 정보 제공이 중요함을 강조 


□ 아울러, 세계기상기구(WMO)는 날씨로 인해 어떤 위험과 영향이 있을 것인가를사전에 알려주는 영향예보(Impact- based forecasts)가 기상재해를 줄이는 데 매우 효과적임을 강조하고 이를 위한 국제협력을 촉구하고 있다.

※ 세계기상기구(WMO)는 ‘복합재해 영향기반 예·특보 서비스에 관한 세계기상기구(WMO) 가이드라인’을 발간(2015) 한 바 있으며, 여기에서 영향예보(영향기반 예·특보)의 중요성을 강조함


□ 이에 기상청은 국민들이 기상예보를 잘 활용할 수 있도록 수요자별 맞춤기상정보와 위험기상으로 인한 대응 방법들을 전달하는 영향예보를 통해 사회적 가치인 ‘국민의 안전’을 지키고자 노력해왔다. 


□ 김종석 기상청장은 “국민의 관점에서 바라보고 국민의 눈으로 이야기하는영향예보가 미래의 기상재해에 효과적으로 대응하기 위해선 국제협력이 반드시 필요합니다.”라며, “이번 워크숍에서 나눈 각 국의 다양한 경험과논의를 바탕으로 아시아 지역이 세계 영향예보의 활성화를 선도하는 모범 지역이 될 수 있기를 바랍니다.”라고 밝혔다.
